- Provide a safe COVID-19 Vaccine drive-through POD process through effective, efficient processes
- Administer up to 2300 Moderna COVID-19 vaccines
- Partner with State and Federal Resources
- Integrate with WHPDA for site use, site design, safe traffic flows and staffing
- Provide for all the necessary equipment, supplies and/or additional resources needed for the event.
- Provide effective Communications and Messaging in all available media forms for the following identified Cohorts and Registration Process (v4.0 updated 02/11 @ 0930).
- Provide safe administration and monitoring of vaccines
- Provide for the safety and security of the event through high visibility personnel posting
- Develop and distribute emergency protocols appropriate for the event
- Maintain effective, integrated communications through a detailed communications plan
- Develop and implement financial tracking processes
Command Emphasis
- 0700 hrs: All Staff/Volunteers to arrive Check-In/Credential/Health Screening process.
- 0730 hrs: Event Blessing
- 0735 hrs: Ops/Safety Briefings near the Command Post (mask required/physical distancing to be enforced)
- 0750 hrs: Group/Unit Briefings (area TBD)

- 1630 hrs: Event clear (dependent on vehicles in the que)
- All personnel arriving to the footprint must report through Check-In and Credentialing process near the Command Post. All personnel must Check-Out at the end of their shift.
- Maintain effective communications with your group supervisor and/or unit leader
- Rotate staff for regular respite, nourishment and hydration
- Know and understand the Emergency Protocols
- In an escalating incident, utilize NIMS guidelines
- Event Command Post (CP) will be located south of the staff parking lot (see site/traffic plan)
- All staff onsite will be working under their home department's payroll, infectious control, injury and human resources practices for the duration of the event.
General Situational Awareness
- Maintain nourishment and hydration
- Maintain situational awareness and report and follow-up on all suspicious activity
- Be alert and aware at all times
- Remember the 3 W’s- Wear an approved Mask, Wash your hands often, Watch your physical distancing
- Wear appropriate and approved PPE for your assignment
- Maintain all safety precautions in and around traffic flow
- Any personnel in or near traffic flow must wear a high visibility traffic vest

- Ensure the safe movement of vehicles through the designed traffic flow plan

- Provide for the acute medical & psychological care, documentation and ambulance transportation of all those on the footprint
- All acute medical conditions must be fully documented on an ePCR per Base Hospital Guidelines
- Notify Operations of any emergent medical care rendered
- If no conditions present then the vehicle will be released for exiting the venue
Special Instructions:

- All personnel assigned to the Group must wear a respirator type mask (i.e., N95) with a procedure mask covering
- Medical gloves must be changed between each patient and/or vehicle encounter

4. Ensure staff have proper protections against heat-related injury and illness, cold, rain, dust, dehydration and all other identified hazards.
5. Ensure that staff have access to portable hand washing and sanitizing stations
6. Ensure that staff have access to bathroom facilities and proper work/rest ratios as needed
7. Ensure the collection of regulated medical waste, including contaminated sharps and bio-waste is properly managed at the site. If exposed by bio-hazards or an accidental needle stick occurs, follow your home organization's Infections Control Policy/Plan. Ensure compliance with hazardous waste management, disposal and transportation standards (40 CFR 263)
8. A robust communications system that would allow for the creation of talk groups and immediate response to all
emergencies (safety/emergency communications)

- (All) Maintain safe distances from metal equipment/structures
- (All) Assist with patron and staff safe sheltering or egress as applicable
During any emergency, the utilization of the radio system should be considered for the following;
- General safety announcements
- Identify and announce safe exit routes
- Sheltering in place vs exiting the site
- Announce that all event staff are to change to the ECC channel for further direction (consideration)
- Announce to keep radio communication to important information only
Emergencies can be dynamic, ensure you are remaining in contact with your direct supervisor for changing situations and responses. Always remain vigilant and aware of possible secondary and tertiary events. Your safety and the safety of the patrons is paramount.
ICS 214 Activity Log
